Abstract

Urban renovation is a strategic issue in Iran urban development, and it is considered in many urban documents. The deteriorated areas of cities may cause to a variety of social and economic problems for their inhabitants. Living in such areas, may deprive residents from opportunities (such as access to educational space, access to health services, and sense of belonging to a good neighborhood), and so, distort their human dignity. For this reason, urban planners should try to define goals and strategies for renovating urban deteriorated areas. In Tehran, the comprehensive plan (approved in 2007) has identified strategies for the renovation of urban deteriorated areas. In terms of economics, the comprehensive plan of Tehran proposes a "No Cost" renovation strategy which means the renovation process should be realized with the municipal incomes from inside of deteriorated areas (without other incomes of municipality which are gained from rich areas of the city). Is such a strategy based on human dignity? This is the question of this research. In other words, is it consistent with the concept of human dignity to provide the budget required to support renovation in deteriorated areas through the taxes of from the place of renovation?
Since human dignity is a relatively complex concept, and there may not be a complete consensus on the definition and criteria for its measurements, this paper focuses on the views of one of the major thinkers in this area. Sayyid Musa al-Sadr can be a good reference for defining the concept of human dignity, because he has books, speeches and even certain social attempts to address the concept of human dignity. According to the humanitarian and Islamic context of his ideas, this paper, by explaining the views of Sayyid Musa al-Sadr, has tried to present a theoretical framework for measuring human dignity in urban development programs. Then, based on this framework, this article evaluates the economic strategy of Tehran's renovation. In order to evaluate the urban renewal strategy in Tehran's comprehensive plan, this research has conducted a semi-structured interview with two groups of experts: First, the experts of the Tehran Center for Urban Studies and Planning (as the conductor of Tehran Comprehensive Plan), and the second, the experts of the Tehran Renovation Organization (as the responsible organization for urban renewal). The interviews proceeded to a theoretical saturation (a total of 15 interviews).
Research findings show that human dignity can be measured by seven criteria: "maintaining and promoting unity in society", "creating opportunities for progress for all human beings", "considering people equal, except for superiority in piety, endeavor and science", "dealing with people's affairs", "responsiveness of all people to each other", "the responsibility of all citizens towards each other ","human freedoms" and "institutionalizing the empowerment of the disadvantaged". According to these criteria, this paper shows that the economic strategy of "No Cost Urban Renewal", which has been emphasized by the comprehensive plan of Tehran, cannot be based on human dignity.

Abstract

Neighborhood identity means having a tendency and belonging to the neighborhood community.
Continuation of urban life is the reason for the neighborhood`s importance in the social and psychological development of urban dwellers. Therefore, the neighborhood is the physical crystallization of the community, and its borders are the crystallization of the sanctuaries. The comparison shows that the past neighborhoods had a well-structured structure and strengthened the neighborhood identity, but the new neighborhoods first define the neighborhood`s structure with towers and apartments that have populated the population from all over Iran. The purpose of this study is to identify the criteria affecting the identity of neighborhoods according to current conditions and a comparative comparison between the old and new neighborhoods of Narmak and Hakimiyeh based on these criteria in order to promote Islamic identity.
Findings show that the differences in the criteria of cognition and awareness, sense of belonging, satisfaction, independence, environmental suitability, religion, civilization, territory, and unity in these neighborhoods are significant and real. Due to the implementation of renovation projects in The Hakimiyeh, in terms of affecting the social structure and people's sense of belonging to the region and local identity, it has acted poorly, reducing social capital and people's sense of belonging to the place of residence. The Narmak, despite the changes that have taken place in its physical texture, and has been formed according to a codified urban plan, but the residents of this neighborhood still experience a relatively large sense of spatial identity. The difference between the criteria of readability, social interactions and culture in Hakimiyeh and Narmak neighborhoods with different physical and social characteristics is not signi_cant and real. Therefore, it can be said that the texture renovation project of The Hakimieh has had acceptable results in terms of structure and physics. Finally, was found that due to the significance level (sig) less than 0.05 and the upper and lower limits of these two neighborhoods with a 95% confidence level were found that the average score of neighborhood identity criteria in the old neighborhood of The Narmak more than the new neighborhood and New is Wisdom.

Abstract

The concept of human dignity means honoring the essence and existence of man as God's highest creation. This concept can also be spatially interpreted in urban planners' programs and interventions. For example, it would seem to be possible to distinguish between neighborhoods who provide higher levels of human dignity for their residents than those who do not meet this criterion. Old and traditional neighborhoods of Iranian cities, may have weaknesses in meeting the new expectations of residents because of infrastructure degradation and changes in urban needs. However, they are more attractive than new neighborhoods yet because of their respect to some qualities. This study aims to answer the question that what are the criteria of human dignity and have the newly built neighborhoods (case of Hakimieh in the west of Tehran, Iran) succeeded in preserving human dignity at least as much as the old ones (the case of Iran Street neighborhood in the central historic context of Tehran)?
Accordingly, this paper is developmental comparative research. The definition of the criteria of human dignity is based on the opinions of Muslim scholars, as well as the works of non-Muslim scholars. Data collection has also been done through the archival and field survey methods. In this framework, some questions have been formulated to form a semi-structured questionnaire to measure each criteria of human dignity (derived from the provided theoretical framework). In each of the two neighborhoods, 100 questionnaires (a total of 200 questionnaires) were completed. The sample size was estimated using Cochran formula and random sampling. It should be noted that the two neighborhoods had similar conditions in terms of land prices and income levels, but they were differed in time of constructions.
The results of the survey show that the criteria of human dignity as a characteristic of the desirable Islamic city in the traditional and old neighborhood of Iran Street have been realized more than the new and modern neighborhood of Hakimieh. Findings show that the Hakimieh neighborhood is not far from the traditional Iran Street neighborhood, in terms of physical facilities and services (measures of intrinsic dignity such as "facilities for education" and "level of well-being and infrastructures"). However, according to spiritual values of dignity (such as "unity" and "participation in charities"), Hakimieh is significantly weaker than Iran Street neighborhood. As a result, it may be possible to claim that purely physical approaches to urban planning (such as providing services per capita) have failed to generate sufficient human dignity in the newly formed neighborhoods. Future studies can first replicate this assay in different neighborhoods of Tehran and other cities of Iran. Secondly, they can evaluate the programs and human dignity in them: programs such as comprehensive plans, renovation plans, and other interventions in the residential contexts.

Abstract

Housing, as a space for settling and living, has always been one of the first spaces that humans have dealt with since the beginning of history, and the characteristics of this building, especially its interior space, are due to the direct connection with humans during long hours of the day. It has been of great importance. Peace is one of the spiritual and psychological needs of every person that must be provided at home, and this issue turns the provision of peace into one of the most important functions of the home.
Providing peace in connection with contemporary houses, whose residents, due to the many problems of urban life, consider the house more than ever as a place for rest and relaxation, is more important, and this is the way to achieve this. The meaning of the house has been investigated less in specialized texts, especially in the field of architecture, Based on this, the current research was conducted with the aim of extracting the factors that create peace in the house and the function of the spatial characteristics of the house in providing these factors in two common models of contemporary houses, including apartment houses and independent houses with a yard, and the way of showing peace in the house. investigated. In this study, the "Structure of Meanings" method was used as a qualitative research approach with the techniques of photography, field observation, questionnaires and semi-structured ladder interviews. The conceptual framework of the research under Rapaport's model of meaning levels (1988) describes the consequences and meanings governing characteristics in the form of "characteristics, overt function and hidden function" propositions.
To ensure that the necessary information was obtained, the concept of theoretical saturation determined the number of samples, interviews and data collection.
Based on the diagram of the value chain structure, the presentation of the concept of relaxation is mainly influenced by the environmental capabilities of "connection with the open space". Other features such as "building age", "kitchen model", "property", "spatial dimensions" and "number of rooms" help to create peace in the house. In addition to providing a structured framework to study the compatibility between creating the concept of relaxation and the spatial characteristics of the house, the research results emphasize the basic values ​​of the residents and the hidden meanings related to these characteristics.

Abstract

High-rise construction is one of the controversial issues in the urbanism, both theoretically and practically. The various opinions and the agreements and oppositions that exist for it and the need to take a correct position on this matter indicate the necessity of analysis and Critique of this issue. What makes the issue more sensitive in a country like Iran is the connection between identity, culture, Islamic-Iranian lifestyle and religious beliefs with high-rise construction. The approval of the supreme council of urbanism and architecture of Iran regarding the location and criterias and regulations for the construction of high-rise buildings in the city of Tehran (1400) and its content also doubles the need to investigate this issue. Therefore, these questions are raised: What are the consequences of high-rise development in physiological, social, economic, transportation and traffic, environmental, physical and visual dimensions, and how it is evaluated from the perspective of Islamic worldview, Islamic culture and jurisprudence? How has the approval of the Supreme Council of Urbanism and Architecture of Iran paid attention to the results of various researches and the values of Islamic worldview, Islamic-Iranian culture and Islamic jurisprudence in relation to high-rise construction? What strategies can be pursued to avoid the disadvantages of high-rise construction in the country?
The purpose of the current research is to provide an analysis and explanation of the consequences of high-rise construction in the country with an identity and cultural perspective and with an emphasis on the criteria of Islamic worldview, as well as criticizing the approval of the supreme council of urbanism and architecture of Iran, and finally to provide appropriate strategies for high-rise construction. This is achieved by examining the history of high-rise construction in the world and Iran, meta-analysis of various researches on the evaluation of consequences of high-rise construction and precision in the opinions of researchers in this field.
The results of the research indicate that high-rise construction - especially in residential use - in spite of the benefits have been mentioned for it, works against its primary goals in the long run and it imposes various negative effects in terms of physical-spatial, environmental, transportation, social, economic, landscape, etc. on the city and citizens. Examining the criteria, principles and values of the Islamic worldview, Islamic-Iranian culture and lifestyle, and jurisprudential opinions also show that high-rise construction conflicts with them from various aspects. This has left extensive damages in social interactions, lifestyle, quality of people life and especially the foundation of the family. Therefore, the development and promotion of high-rise construction is not logical, it does not improve the quality of living in the city, but it also causes its degradation. So, the action of the supreme council of urbanism and architecture in approving the high-rise construction permit in Tehran is not evaluated positively and can be the source of future problems for Tehran. The recent resolution of this council is flawed in terms of theoretical approaches, necessity, goals, possibility, implementation guarantee and content. Most of the goals that are mentioned in the justification of this resolution are due to the acceptance of the current flawed trend governing economic relations in cities, especially in the field of land and housing, which is based on capitalists' speculation, personal gain, monopoly and hoarding in the land and housing market. Clearly, the consequence of such a view results in high-rise construction. While in this regard, it is necessary to reform the economic system of the cities and eliminate the brokerage and speculation market, and the realization of the goals should be sought in them. According to the studies, the following strategies and solutions are presented to solve the damage of high-rise construction and to move away from this model:
  • Short-term strategies and solutions:
  • Exclusion of high-rise buildings to commercial, office and similar uses in specific and planned areas and serious avoidance of allocating them to residential use.
  • Revision of high-rise construction criteria based on Islamic values and the qualities of Islamic-Iranian architecture and urbanism.
  • Prevision of the supervisory institution with a detailed description of duties to monitor the implementation of high-rise construction criteria and also the provision of effective punitive policies in order to prevent the occurrence of violations.
  • Prevision of financial and tax mechanisms to eliminate hoarding of land and housing.
  • Provision of necessary services and infrastructure, especially in the field of transportation and urban traffic in high-rise built-up areas.
  • Long-term strategies and solutions:
  • Revision of land preparation plan considering the existence of sufficient land in Iran and the possibility of sustainable and regulated horizontal expansion of cities and settlements.
  • Adopting economic measures based on Islamic teachings in order to convert land, building and housing from capital goods to consumer goods.
  • Extraction of urban development patterns based on Islamic-Iranian identity and culture and by using the historical records and experiences of cities and hidden semantic values in them.
  • Revival of suitable agricultural, industrial and commercial areas and directing the population of metropolises, especially Tehran, to these areas.
  • Laying the foundation for increasing production and providing facilities for residents of villages and small and medium towns to prevent migration to metropolises and increase reverse migration.
  • Revival of the neighborhood system in the existing high-rise built-up areas and creation the basis for increasing the socio-cultural interactions of high-rise buildings residents, in order to reduce the socio-cultural damages.
